  8. Cover and simmer over medium-low heat until the potatoes and carrots are tender and the stew has thickened.
  9. Add the green bell pepper and cook for another 3–5 minutes.
  10. Taste and adjust the salt as needed.
  11. Garnish with fresh cilantro if desired and serve warm.
